How should we judge a government?

Safety features along the highway...

cannot serve all purposes.

When a road divider along the highway was not high enough when a car went across the other side and landed on another vehicle, killing the other driver, dividers are now being raised to prevent such fatal accidents.

When a car knocked against a tree, killing the driver, the reaction was that we should not plant trees that are too strong to withstand head-on collision.

When there was a vehicle which careered off the highway, broke the barrier in the process and landed in the ravine, killing the driver, the immediate knee-jerk reaction was to provide sturdier barriers. That the highway concessionaires could improve on that was never in doubt, but are we going to say now, 'the barrier is too strong for a car...' with these pictures of an accident?
