How should we judge a government?

Police vs parang wielding gangs

who won? All will be shot dead. Dead men tell no tales. No need to prepare papers for prosecution which might end in acquittal? Life is cheap, I suppose. Better to stay clear of the police. What happened to those requirements for warnings; to shoot only when necessary, and even for that, try not to kill? It looks as though police can decide to be judge and executioners. If you happen to be in the wrong company at the wrong place and time, it can be fatal!
